Before I say anything else, let me be clear: Quistis Trepe is a prodigy by every measurable criteria of the term. Her understanding of battlefield tactics, strategy, espionage, squad management and all standard combat forms necessary for a SeeD are all outstanding. She is the youngest student on record to have received her commission and it's as deserved as the rest of her reputation. Her mastery over the rare discipline of Blue Magic only makes her a more indispensable asset to Garden and is emblematic of her determination and ingenuity in acquiring valuable skills.
That said, we all know her tenure as an instructor didn't exactly pan out as expected. I feel the Garden Faculty bears some responsibility in this, allowing her impressive early achievements to cloud their judgment and forget that being an excellent SeeD does not always transition into being an effective instructor. I can hardly blame her for being lenient with the very students she had grown and developed alongside mere years ago, though I do not excuse it. It was a collective error to put her in charge over that particular group, which I had also mentioned at the time (You may recall I gave her notice of her demotion personally). I don't doubt she will make as talented an instructor as she is a soldier one day, but she still needs more experience in the field.
On that topic, her performance since the arrival of the Heartless has been commendable, particularly considering she'd just endured a draining mission at Galbadia's D-Prison shortly before it all began. Though I can tell she still bridles somewhat under my orders, I'd be lying if I said I didn't encourage a little fire in those I believe have the capacity to be this institution's next leaders. Although I feel Garden can scarcely afford to be without her calming presence on morale (whatever I may think about the 'Trepies', I can't say they aren't effective), I need her out in the field just as much. She needs to be out there too, if she's to have any idea of what we'll be going up against as this manic state of affairs develops.
As a final note, Specialist Trepe's tendency to internalized much of her personal feelings and struggles (This is not unexpected given the pressures of her role at Garden) could result in compromised performance in the long-term. I think she could use an effective outlet for those stressors, which is why i've attached a pamphlet one of our expeditionary squads brought back of this 'Blitzball' sport that's all the rage in Luca. If nothing else, a sponsored team would provide excellent training for amphibious operations.
