There are the Seven Guardians of Light, those who formed after the χ-Blade was shattered during the original Keyblade War. These Guardians of Light are canonically chosen.

And then there are the regular Keyblade Wielders. Those who take the test from Yen Sid after having proven themselves worthy of taking up this task. This means that we will not be approving Keyblade Wielders upon opening, but rather will be letting people RP their way onto this path. If you wish, you can indicate a desire for becoming a Keyblade Wielder in the future for your character - though failing to do so will not exclude your character from this path.

Beyond this point, there is the Mark of Mastery, which unlocks the full scope of the Keyblade Wielders' powers. Until that point is reached however, their powers mainly consist of Locking and Opening the Worlds - and with the right Keyblade, even doing so to other objects and people. After all, within every object - every thing, be they living or inanimate, there-in lies a Heart.
