Wutai is a country that once occupied the western continent of the Planet. A land of rich tradition and heritage, the people of Wutai live with strong ties to the land around them and in harmony with their guardian deity, Leviathan. To maintain their relationship with Leviathan, the people of Wutai pay close attention to what they take and give back to the land, attempting a environmental harmony with their land and the sea around it. It is for these beliefs that Wutai became at odds with ShinRa's attempts to expand their interest into the country. When negotiations broke down, Wutai went to war with ShinRa.

The citizens of Wutai seem to have pride for their homeland. Their military is made up of a warrior class that will fight to the death for their homeland and the monarchy who represents it. Soldiers in this military are trained in both close combat and marksmanship, using a combination staff and gun weapon primarily. In addition to this class, Wutai is also known for their ninja, who excel in more stealthy combat and espionage. Besides a strong military, Wutai is also known for its rich culture with it's own traditions.

The darkness came to Wutai when things looked grim for the country. With ShinRa's neigh victory against the nation, Wutai was beaten and desperate to regain some of it's lost pride. This is why Godo Kisaragi attempted to use the power of the Heartless in order to fight back against the ShinRa. While most of the civilians haven't noticed a negative change in the country's practices, the military of Wutai now employs Heartless in order to balance the scales against ShinRa and reclaim the glory that was lost during the war.

Wutai is now a land completely untouched by the Heartless, in the way that the Heartless never show up within their borders. However, this comes at a harsh price. The Shadow Lords control the ruler of this land, and use his assistance to spread the Heartless over the world - and are even granted the assistance of this country's ninjas that still remain.

As a note, while Wutai bares similarities to real world Japan and China, a number of the NPCs in the game have Russian names. Example of such Wutai names in the game are: Gorky, Chekov, Staniv, and Yuri.

History

When the Shinra Electric Power Company sought to control the Wutai area as an ideal area for a Mako Reactor, it was the last area on the Planet which remained free of Shinra's control. The nation fiercely defended its independence. Although initially putting up a good fight, they could not stand against the might of SOLDIER and were forced into submission. After the fall of Fort Tamblin, Godo found himself contacted by a Shadow Lord. With a pact made, Wutai suddenly found its forces increased by this new dark force.

At the same time, Shinra having lost a large sum of Soldiers with the rebellion by Genesis, Wutai finally was able to properly retaliate. However, this also led to the poisoning of the Lifestream due to the overwhelming presence of Heartless invading The Planet. But, Godo, twisted by the darkness, finds himself ignoring this. This leads to Yuffie Kisaragi to search for Materia to possibly cure her father.

Over four years, Shinra tries to fight off Wutai and its Heartless in a losing battle. Yuffie continues her journey to try and find the needed Materia, going from place to place - and watches as the world begins to fall. She tries to warn her father, but she finds herself ignored. Many of the ninja forces already have their hearts filled with darkness, and soon - it is too late to save The Planet. It falls to darkness.

Now, in this new world, Wutai remains a land of darkness - though its citizens go untouched. It continues to employ the Heartless to fight Shinra, though it allows anyone into its borders. Though there is this sense of always being watched by its Ninja force.
